In order to ensure the safety of teachers and students and to prevent and control the novel coronavirus disease, Jiangsu University (JSU) formulates the implementation plan according to the deployment from superior administrative departments and the requirements of the Plan of Jiangsu University for Preventing and Controlling the Novel Coronavirus Disease.
Ⅰ Organizational Structure
JSU Staff Hospital (JSUSH) leads the centralized quarantine, with the cooperation of Logistics Department (Group), Security Department, Department of Human Resources, Department of Students’ Affairs, Department of Graduate Students’ Affairs, Overseas Education College and other departments.
Ⅱ Centralized Quarantine Person
International students who have returned to JSU after tourism; students who have returned to campus in advance due to special reasons; faculty (including Chinese and foreign postdoctoral staff) who have returned from epidemic areas and live in JSU’s staff apartments and student dormitories.
Ⅲ Centralized Quarantine Period
A total of 14 days since the centralized quarantine person returns to campus.
Ⅳ Requirements for the Persons in Centralized Quarantine
Each person from the epidemic area shall be quarantined in one single room. Others shall be arranged by the university according to availability. During the centralized quarantine period, the centralized quarantine persons shall obey the rules and regulations in the centralized quarantine area.
Ⅴ Assignment of Responsibilities
1. JSU Staff Hospital
(1) According to the back-to-campus information of the centralized quarantine persons, the hospital shall conduct prior inquiry of relevant information, and pre-arrange the local shuttle service upon their arrival in Zhenjiang and the accommodation for the centralized quarantine.
(2) The medical staff shall be responsible for confirmation of centralized quarantine persons through temperature check and medical indications’ collection, distribute and collect Letter of Commitment (see Annex 1), Notice of Jiangsu University (JSU) for Centralized Quarantine Person (see Annex 2). The medical staff collect their information such as the basic medical history and allergic history in order to take targeted preventive measures.
(3) During the centralized quarantine period, the medical staff take body temperature and observe medical indications in the morning and in the evening. The hospital is responsible for the check-up information of the centralized quarantine persons (see Annex 3) and prepare daily summary (see Annex 4). Under the daily reporting system, JSUSH shall report all the information to the JSU Leading Group on Novel Coronavirus Disease Prevention and Control every day.
(4) During the centralized quarantine period, if the persons in centralized quarantine have symptoms such as acute fever, cough, shortness of breath, muscle weakness, and diarrhea, the medical staff shall immediately transfer the patients to JSU’s Affiliated Hospital for medical care or quarantine, and report to JSU Leading Group on Novel Coronavirus Disease Prevention and Control.
(5) The medical staff shall instruct the cleaning staff to regularly disinfect the centralized quarantine area.
(6) The medical staff shall provide health education for the centralized quarantine persons.
(7) At the end of the quarantine period, JSUSH provides the notification of lifting the quarantine and disinfect the room.
(8) JSUSH is responsible for summarizing and filing the documents during the quarantine.
(9) JSUSH shall ensure the medical supplies in the centralized quarantine area.
(10) The contact person of centralized quarantine area is Xu Bing (Mob. number: 13912805968). The Contact Person of back-to-campus consultation for foreign staff and students is Cui Yong (Mob. number: 13852980920). JSUSH shall detail its working rules based on this plan (see Annex 6).
(11) JSUSH is responsible for other medical issues.
2. Logistics Department (Group)
(1) Logistics Department is responsible for check-in and daily care of the centralized quarantine persons. During the quarantine period, the centralized quarantine persons are forbidden to leave the specified area. Otherwise Logistics Department shall timely report to the violator’s affiliated unit and the Leading Group on Novel Coronavirus Disease Prevention and Control.
(2) Logistics Department shall provide necessary living facilities such as air conditioners, water heaters, networks for the centralized quarantine persons.
(3) Under the guidance of the medical staff, Logistics Department shall clean and disinfect the centralized quarantine area twice a day, and dispose of the living garbage and medical waste.
(4) According to the requirements of the JSUSH, Logistics Department shall provide the vehicle for the transfer of the centralized quarantine persons.
(5) Logistics Department shall take charge of the logistics materials in the centralized quarantine area.
(6) The contact person is Zhu Jianqing (Mob. 13952941188) in Building 10, District C. Logistics Department shall detail the working rules according to the work division and requirements (see Annex 7).
(7) Logistics Department is also in charge of other logistics issues.
3. Security Department
(1) Security Department is responsible for the security, vigilance, and order management, etc. of the centralized quarantine area.
(2) Security Department is also in charge of other security issues.
4. Related Departments
(1) Centre for Mental Health Education shall be responsible for mental health counseling and appeasement of the persons in centralized quarantine area.
(2) Centralized quarantine persons’ affiliated units shall be responsible of providing the daily catering and purchasing daily items for them.
(3) Related units shall report the return and contact information of centralized quarantine persons to JSUSH one day in advance.
Ⅵ Workflow
1. Description of the Workflow
(1) Related units shall report the return and contact information of centralized quarantine persons to JSUSH one day in advance.
(2) JSUSH shall pre-arrange the transportation and accommodation for the persons to be quarantined upon their arrival in Zhenjiang, and informs the property management staff to conduct disinfection in advance.
(3) After the persons to be quarantined arrive at JSU Main Gate (Gate 2, Xuefu Rd.), the medical staff will check their temperature and medical indications, distribute and collect Letter of Commitment. During the quarantine period, persons in centralized quarantine will be transferred immediately to JSU’s Affiliated Hospital in case of any respiratory tract infection symptoms such as fever, cough, etc. If persons have no such symptoms, JSUSH will give out Notice of Jiangsu University (JSU) for Centralized Quarantine Persons, and transfer them to the centralized quarantine area.
(4) Under the guidance of the medical staff, persons in centralized quarantine shall live in the accommodation and the property management staff will be responsible for the check-in.
(5) During the quarantine period, the medical staff take the body temperature and observe necessary medical indications. If the persons in centralized quarantine have symptoms such as acute fever, cough, shortness of breath, muscle weakness, and diarrhea, the medical staff shall immediately transfer the patients to Fever Clinic of JSU’s Affiliated Hospital for medical care and treatment, and report to JSU Leading Group on Novel Coronavirus Disease Prevention and Control. At the same time, related units shall be responsible for the catering, purchase of daily items, sanitation and sterilization, security etc.
(6) At the end of quarantine period, JSUSH provides the notification of lifting the quarantine and disinfect the room.
(7) JSUSH is responsible for summarizing and filing the documents during the quarantine.

Ⅶ Other Requirements
1. Related units shall pay high attention to centralized quarantine, clarify roles and responsibilities, collaborate with each other, put various measures fully into effect, and take charge of the related epidemic prevention in the centralized quarantine area. Also, staff in the centralized quarantine shall take care of themselves, and undertake duties according to related requirements.
2. This plan aims at centralized quarantine (District C, Building 10) before students return to campus, and other management of centralized quarantine areas of JSU (including Jingjiang campus) also refers to this plan. After students return to campus, the plan shall be subject to adjustment according to the requirement of superior administrative departments.
