报告摘要：Natural gas is expected to play a bridging role in the progress towards a carbon-neutral world. Being the key playground for the natural gas sector in the future, East Asia faces many policy issues when changing its natural gas pricing mechanism from the predominant oil indexation to flexible hub (spot) indexation. In order to deepen the pricing reform, the gas industry and policymakers often require an answer to key questions include whether the transition is desirable, how to implement the transition, and the consequences of the financialization of natural gas.Since East Asia accountsfor one-quarterof global gas demand and more than50% ofthe globalLNG trade, the topic is important for theworld energy sectoras well.This presentation will investigate the “Asian Premium”, a key motivation behind East Asia’s pursuit of t Specifically, it investigates whether the prevailing oil-indexed pricing mechanism is a key reason for the “Asian Premium”. The results suggest that the oil indexing pricing mechanism indeed is a key factor that causes the relative higher gas pricing in East Asia. A further study suggests that macroeconomic uncertainty is also important for gas pricing formulation.

报告人简介：Dr. Xunpeng (Roc) Shi is Principal Research Fellow at the Australia-China Relations Institute University of Technology Sydney,the President of the International Society for Energy Transition Studies (ISETS), and a CouncilMember (President, 2016-2018) of the Chinese Economics Society Australia (CESA). He is an advisor to Global Gas Center (GGC), APEC Sustainable Energy Center (APSEC), and UN ESCAP and is frequently participating in the United Nations and other international policy debates. He serves as an Associate Editor for theJournal of the Asia Pacific Economy(SSCI) and three other journals and as an editorial board member or guest editor for 10 other journals. His research interests cover the full spectrum of energy and climate change issues in areas of economics, policy, and sustainable development, with regional focuses onAustralia, China, ASEAN, and Northeast Asia.He was listed in the Top 250 Researchers in Australia asthefield leader in Environmental Law and Policy, the top 2% of the world’s scientists in the energy field, and the top 2% of economists in the RePEc database according to the past 10 year’s publications.Hereceived LLM from the University of Dundee, MERE and PhD of Economics from the Australian National University.
